Problem making people members

I am co owner of a chat room, we are having problems making people members, when they come into chat they are green but as it is a private room they need to be made members before being able to chat, when we click to make them members it isn't working they are staying green, this isn't just happening to me, other co owners and mods are having the same problem.

Any help/ideas to solve this will be appreciated

You can't make them members until they have changed their name or said something.
