I just launched new years balloons (a bit like santa hats). Low IDs get a balloon right away and by new years day every one should have one.

i'm curious about this change. shouldn't something like this happen to everyone instantaneously?

If someone has to wait for something, then they want it much more then if it was given to them along with everyone else.
