How to ban offline people

The chat room I use at my site is being spammed by a dude. I try to ban him while he is offline(his chat icon is red) because most of the time I dont catch him right away. But after I ban him I look in his name and it says ban when I already banned him. When I come back i see him spamming again. Can I ban people who are offline? or do I have to catch them right there?
