Xat Community Spammers

What is wrong with the forums lately? When i go to read a new post it usually is an idiot who copies and pastes the same old phrase, i already told ACK about one and have seen several like this one http://community.xat.com/member.php?u=23749. Are they going to a central site and come from there to spam here? Why not make it to where new users need moderation until a certain time period?
Edit: I told ACK about the specified user above and deleted their inappropriate comments.

I know.. I've seen alot of useless posts too.. And wonder what's the point of them. ._.
