problems with chatboard

hello can anybody help me i did reset my pc and put windows again on my pc and now my chatboard looks like a big black field with a big smily in the middel i see all chatboards like this and i tryed to make a new one but its on the site the same thing ca anybody help me because i want my chatboard back and i dont understand why i not be abel to get a new one
